Not sure I understand the question. Hopefully I did though. What could be done is to create a map for each department. Then each map would have their own respective markers defining the department locations. Then you could render them individually. Once you have them individually defined, you can then create composite or overlay maps that mix and match the various departments.
For instance, when I developed this, I was thinking of schools and subdivisions. I wanted one map to show all the schools in our area and another to show all the subdivisions. The goal was to show potential new residents where schools were located relative to the schools. So, I created a third map where I defined two overlay maps .. one for schools and one for subdivisions. Then in the content, I placed the mambot tag in the content and set the mapid to the combined map. Worked great for what I was using it for.
